Abstract: Illegal trafficking in gratuitously seized and confiscated CITES objects remains highly relevant both at the global and national (interstate) levels, in spite of the CITES Convention. The illegal trafficking in endangered species of animals and plants is second only to drug trafficking and the illegal arms trade. The main purpose of the Convention is anti-poaching and combating illegal trade in rare natural objects, as well as organizing effective control over customs operations with animals and plants. The article summarizes information on gratuitously seized or confiscated wild animals and plants, their parts or derivatives, based on the results of 2023–2025. During this period, the Scientific Agency issued 172 conclusions at the request of the CITES Administrative Body, mainly in response to requests from the Siberian and Far Eastern Federal Districts, and fewer from the central and southern Russian regions. The main origins of illegal “live” products — exotic animals — imported into Russia are Africa (33.4%), Southeast Asia (22.3%), South America (16.7%) and North America (11.1%). Among parts and derivatives of CITES objects, madreporic polyps (corals) predominate, mainly arriving through tourist flows from coastal destinations of the World Ocean. Live birds (falcons to Arab countries), animal and plant parts and derivatives (fangs, claws, paws, bear glands, musk, Mongolian oak and Manchurian ash timber, ginseng roots to East Asian countries) are smuggled out of Russia. Alternative measures for handling confiscated objects are proposed, including the use of animals that died during trafficking (falcons) for museum taxidermy collections, and plant parts and derivatives for domestic timber and pharmaceutical industries.
