Abstract: The model of production and consumption of products that has developed in the world in relation to the work of enterprises of the mineral resource complex is considered. The efficiency category is analyzed, and criteria for economically feasible use of minerals are highlighted. Special attention is paid to the environmental aspects of rational subsurface use.

Abstract: The article analyzes the current state and prospects of development of environmental cooperation between BRICS member states (Brazil, Russian Federation, India, People’s Republic of China, South Africa, United Arab Emirates, Islamic Republic of Iran, Federal Democratic Republic of Ethiopia, Arab Republic of Egypt and Indonesia). The overall environmental challenges faced by these States are examined, and existing cooperation mechanisms and initiatives are reviewed, including the role of the New Development Bank (NDB) as an institution for promoting sustainable development. Special attention is given to the potential of increasing participation of youth and scientific community in the implementation of BRICS environmental projects. The need for harmonization of regulatory and technical frameworks in the area of environmental impact assessment, intensification of exchange of information and experience in the field of environmental legislation and enforcement practices, promotion of "green" development economy and environmental education programs is emphasized.

Abstract: The article discusses opportunities of using natural capital to provide credit issuance necessary for the development of socio-economic systems. In this article, a credit is understood as any expenditure of resources in the present with the intention of obtaining some value in the future. In this sense, a credit includes the concept of investment. The authors note that one of the possible solutions to global environmental problems could be a return to real values. To achieve this, it is necessary to base capitalization in the process of economic activity on the restoration of natural ecosystems. The article emphasizes that the properties of natural ecosystems are objective characteristics of the real world, and therefore they can be used as the basis for the "units of nature" that will form the collateral for credit issue.

Abstract: The assessment of the standard costs of business entities and other economic activities arising in connection with the fulfillment of regulatory requirements is one of the stages of assessing the regulatory impact of draft new regulatory legal acts. It must be performed correctly, taking into account all items of additional expenses or cost savings. The purpose of the article is to review the content of the evaluation procedure, as well as to identify a range of key issues related to its implementation. The research methodology included methods of meaningful analysis of existing regulatory legal documents, the composition and completeness of information sources, and correlation of the requirements of regulatory legal acts with available methods of economic analysis. The study revealed a number of organizational problems related to the availability of the necessary information, the time required to collect and process the necessary information, which are not taken into account in the work regulations, and a number of others. The scientific significance of the work lies in the identification of a range of key problems and difficulties requiring corrective action, as well as in the development of recommendations to enhance the importance of state regulation of environmental management. The results of the study can be used by decision makers in the field of regulatory impact assessment, external experts, business representatives and all interested parties.

Abstract: The best available technologies (BAT) are currently available in the arsenal of technical and technological development of specific production, technical and technological ways to solve the problems of resource conservation in the production of certain goods. They can represent innovative production chains, new efficient equipment, high-performance machinery, or organizational and economic management methods that ultimately lead to resource savings or reduced time and money costs. Currently, the greatest attention of the scientific community is attracted by BAT, the use of which reduces the negative impact on the environment. Legislative, regulatory and economic methods developed in Russian institutional practice contribute to the implementation of marketing search and the introduction of BAT into the production processes of domestic nature-intensive industries. At the same time, this scientific and practical task requires further improvement in terms of ensuring the relationship between total production costs and overall development efficiency.

Abstract: Analysis has been carried out on regulatory documents for waste management in the areas of its disposal and subsequent reduction of long-term harmful landfills. The interrelatedness was considered in application of reference documents on the Best Available Techniques for waste management. Issues are analyzed during updating of «Disposal of industrial and municipal waste» and «Elimination of accumulated environmental damage objects» as well as during the preparation and adoption of integrated environmental permits. The example of municipal solid waste disposal confirms non-feasible definition of environmental performance indicators like concentrations of pollutants in adjacent environment or specific values characterizing the flow of such substances for certain technological operations. Solutions are proposed for waste management and updating of appropriate reference documents on the Best Available Techniques.

Abstract: Currently, a pressing task for all countries of the world, including the Russian Federation, is to reduce greenhouse gas emissions by reducing the consumption of regulated substances of List F (hereinafter referred to as HFCs). This task is being addressed at the international level within the framework of the Montreal Protocol and the Kigali Amendment to it. Participation of the Russian Federation in international agreements related to the problem of ozone layer depletion and global warming, as well as the Russian Federation's compliance with the obligations arising from the Montreal Protocol and the existence of requirements of domestic legislation governing state regulation of the handling of ozone-depleting substances and HFCs, determine the importance and relevance of the topic under consideration. Many countries that are Parties to the Montreal Protocol have already developed policy and legislative measures, the implementation of which will allow countries to significantly reduce the permissible volume of consumption of Schedule F controlled substances, therefore, the analysis of international practices is relevant, as it will help the Russian Federation develop a plan to reduce the consumption of controlled substances of List F.

Abstract: The analysis of the network of protected areas and legal measures for the protection of key species of marine mammals and polar bears in the Russian Arctic is carried out. Significant unprotected water areas with a high concentration of animals have been identified. Abstract: The article lists the features of the forest-forming process in developed regions, such as the Republic of Tatarstan. Based on the results of many years of research on reforestation or forest succession, including the author's participation, it is suggested that forest restoration will take a long time, with uncertain prospects for restoring the original indigenous vegetation in many areas of the forest fund. The lack of prospects for restoring disturbed forests to their original or near-original state indicates that such forests have lost their resilience, or ability to recover. While there are examples of successful restoration of disturbed forests to their original state, there are also cases of persistent disturbance or degradation of forests with uncertain prospects for recovery. The incomplete nature of reforestation successions is widespread in well-developed regions. The delay in reforestation processes in modern forests is caused by external, exogenous factors related to anthropogenic transformation of natural conditions. The constant, widespread, and massive destruction of forest biota weakens the position of late-successional forest communities that are adapted to the biotic environment. The intensification of abiotic factors creates more favorable conditions for the growth of early-successional, pioneer communities and corresponding forest-forming species. These circumstances interrupt the processes of typical reforestation, leading to the widespread occurrence of exogenous and incomplete reforestation successions, which are common in modern forest management conditions. The possibility of indicating the state of natural environment conditions based on behavior, life strategies, manifestations of forestry properties, or phytocenotypes of the main forest-forming species has been noted.
