Abstract: State environmental policy plays an important role both in the formation of green initiatives and in the dissemination of green technologies. The market environment is not able to independently generate sufficient incentives for investment in the development and dissemination of environmental technologies without government involvement. Here, the decisive factor is environmental industrial policy, as a balanced system of norms, rules and key principles of regulation in the field of industrial legal relations, focused on achieving priority goals in three areas: economics, ecology and the social sphere. In other words, environmental policy corresponds to the triune transition to sustainable development priorities. The article reveals the basic components of the transition to an environmental industrial policy in terms of introducing environmental quality management and environmental management elements into the current system of state regulation and constructing a new system of functions.
